Public values in Public-Private Partnerships

Public-Private Partnerships (PPPs) are of great importance for public policy and public administration. The questions most often raised about these PPPs are financial-economic ones. This is surprising because PPPs do raise moral questions. These arrangements could have great implications for the traditional value(s) set for public administration, like democratic legitimacy, accountability and transparency. To what extent are core public values preserved within PPPs? Using a multiple case-study design and a large survey, this research aims to empirically detect whether values within PPPs clash and determine possible threats to the integrity and effectiveness of partnership ventures in the Netherlands.
